Yes if you go to that site look for their Story Progression mod. It will turn off EA's, and do a 100% better in what a story progression is suppose to do. The only NPCs that will move in will be those needed for jobs such as mixologist (if you have Late Night), register workers and so on. It will keep your current families from moving out (AKA being deleted by the game). But you won't get any new families moving in, unless you set it for this, every thing is in your control.

You'll need at least the Base-Mod. All the others are just extras, for other story progression related stuff. I would also suggest getting the Extra module as well.
