Afraid I don't see any way to switch off the Impress weightings of the Personality leaders in a selective way so that some sims are immune to that particular effect while others are not. It looks like, while not actively played, they can either be subjected to all elements of a Personality scenario that you have set as active and allowed for that sim, or they can be exempted from all of them for that Personality.
