story progression turned off but game still populating custom world?

Thank you both I think from the info given I will allow the (unwanted sims) to carry on populating until I have finished my world and then use Annihilation however there is one family I have been playing and progressing throughout my time spent in the world and would like to keep them so is there anyway I would be able to keep them?
