story progression turned off but game still populating custom world?

NRaas Register will allow homeless NPCs to spawn to staff role giving objects as opposed to residents as per its user options. Whether the game then moves some of them into houses or not is indeed still up to story progression.

The methods we offer to protect some or all households from various forms of progression are detailed in the Rotational Play link I gave above. I can't repeat the link here as I have no Internet access where I'm at and am limited by my phone as to what I can post, it's more than awkward to work with.
