The first semester your sims can stay there, for a small fee, but second semester and after that all previously empty houses, including your former rental house, are now occupied. At the end of each semester I just remove the frig and the house there for any of your sims the next time.
Uni World is exactly where I stumbled across the fridge removal trick myself years ago. It was the only way I could find to reserve the 5 bedroom house off-campus that I had in mind for my own sims from one term to the next. The inactives scrambling around and taking up housing space always seemed to happen regardless of lot type and before SP would have had a chance to take hold and block them with an SP > Lot Options setting.
The tricky part was remembering to pull the fridge at just the end of the prior term before everyone goes "home," with so many things that tend to be happening on that day already. :)
