Texture memory and CPU
I was just curious how much texture memory should I allow ? I currently have it set to 1024 in my graphics rules . I have a Nvidia Gtx 1060 6 Gb graphics card Also should I set my CPU levels to 4,3,...

There really isn't any point in setting texture memory higher than 1024. The game can only use 800 MB of video memory, that's one of the limitations we face as we enjoy an older game like TS3. You could try 2048, for example, but I predict you won't feel or see any difference.
Not really getting the CPU question, are you referring to the ranking formula used by GraphicsRules at startup? Each component (GPU, CPU, memory) is only ranked one time at startup, as reported in the game folder's DeviceConfig.log. The only reason to change the formula is if a component is being ranked way lower than it should (like "1" where it should be "3" or higher).
