TSR is the main one I use now as so many sites have stopped creating for TS3
Somebody already mentioned it but beaverhausen for hair.
Again as somebody else mentioned MS3B for finding CC, but they're not updating as often now. I remember seeing something that they're trying to update the blog to google's new standards though (as in they had some posts that are now deemed inappropriate and they have to fix them), and they hope to update more when that's caught up. So hopefully that's still the case, it is a good site.
Also sims3updates collects a bunch of CC and links to it, they update more frequently right now.
