The Sims 3 Modern Aristocracy

I made a small adjustment to this challenge. Because it's quite hard (nearly impossible and based on opportunity luck) to increase your celebrity level when you can't impress other celebrities, I have loosened up the rule about interacting with the other noble families a bit. You are allowed to try to impress them (and succeed) and become aquaintances, but you aren't allowed to become friends with them. This should be enough to get your founder to that 2nd celebrity level if your spouse doesn't have any family members you could befriend. Another tip is to make sure the lesser nobles are not a single sim household but a group of sims (preferably housemates so you don't have to break up a marriage).
