As you wish. But unless you have done some tinkering yourself in the Program Files (x86) area, or are suffering from hard drive corruption, there is almost never any reason to reinstall the game. The contents of the Program Files, which is all the installs provide, do not change over time and mods do not affect those. Only patches do, but there hasn't been a game file changing patch issued for TS3 in over four years now. TS3 mods operate totally alongside of the game and out of the user game folder in Documents, not inside the game engine at all. This is even true for the five commonly in use what we call Core Mods, they are still totally independent of the game install.
Pulling your user game folder out of Documents instead, such as to the Desktop for safekeeping, thus forcing a new one to be generated on the next startup, is a more standard way to provide a no-content "factory reset." Although I suspect even in a new instance of Twinbrook spawned, the lot in particular will probably behave around the same way.
