Fern is Limes daughter. Ill explain so you are not confused :D
She is a year older than Tap - (mentioned in Chapter 1) she has been put back a year in school because she spends more time playing truant than actually attending - that is why she is in Taps class. Ferns twin sister Jade is in the year above them.
Lime has 4 kids with MR Freeze - Her first child was a boy - that was the one around at the time Lilly lost her baby and Cosmic faded. After fleeing the town (according to Ice's uncover chapter) she had another child a boy - and Ice said Lime was pregnant again when Ice fled to this town. Lime had twins 2 girls - Fern and Jade. After they were born Lime returned (two years after Cosmic) to do her damage to Lilly so they were new born babies when she got locked up as is mentioned in one of Preludes side stories. Storm and Parsley are the same age as Tap a year younger than Fern and Jade :D

Okay. I was thinking Lime's kids with MR Freeze were older than that. My timeline was off. I kept thinking more time passed between graduation and Tap's birth then it did.
