There is unfortunately no solution for the unstable mess that the Patch 1.69 Launcher has become. I put up with EPs getting unchecked and totally disappearing on me (they always came back after a reboot or two) and having to count all 20 of them on
every startup to make sure there weren't any missing for over a year before I gave up and moved on to something different. I mean, I can count to 20 as I do have enough fingers and toes with two toes to spare (doesn't everyone?), but between that and the extended startup times, I just wasn't having much fun getting the game started anymore. And for mod testing where many game restarts are required in a row, that was for the birds.
On a Steam/Patch 1.67 install, none of this happens and the Launcher is not required to start the game. Others have turned to all disc installs, if they have or can find retail discs for everything including a base game disc that was manufactured before Sept 2012 in order to keep Origin and 1.69 out of the picture.
Otherwise I'm afraid the 1.69 Launcher is what it is. It's not usually fatal to the game, but players do have to be careful to ensure that the expected packs are showing up and loading on every startup.
