The Device 0 error means that the game is not detecting a suitable graphics card or driver with which to run the game, so it cannot launch. In your case, has the game ever run on this computer? The OP's scenario back then was more than a little unusual.
We would have to see a full dxdiag report to able to advise how best to proceed. You could paste one into multiple responses here by section as it will far too long to fit into one post or send it up to
pastebin.com and provide a broken up link (because New Members cannot post full links), use something like "h.t.t.p.s" so we can read it.
