I've had the exact same problem. I will try the edit town option and see if it works after that. I have noticed with my game it is always the next generation of Sims that this happens for. If I make a new family with a child/teen, then send them off when they are old enough there is no problem. If that child/teen later marries and has offspring they cannot go to university. I'm hoping it's a bug and that a new patch will come out! I sent two Sims to uni, the load screen filled up and they eventually went in fine, but then the grade card was empty when it came up and the Sims didn't return home! I am so frustrated right now!
