Ctrl-shift-C is correct. You probably just didn't recognize it. The game screen darkens, and the space where you type the cheat appears as a lighter strip along the upper left edge of the screen. Type your cheat code there and press Enter. I recommend typing "testingcheatsenabled true" first, because it's a prerequisite for some of the other cheat codes. I can't remember which ones, so I always turn it on.
The move ojects command in TS3 is "moveobjects on" (without the underscore or, of course, the parenthesis).
I don't know why you don't have the alignment thing, if by that you mean the arrows that let you shift the entire lot within the space provided. I've never actually played with that. By the way, if you type in the cheat "testingcheatsenabled true" you can right-click on the ground on the diner lot and one of the options should be "build on this lot." Saves having to go through Edit Town if you have a slow-loading PC like I do.
Yes, you can repace it with the diner lot from Sunset Valley. Here's how I would do it:
Start a new game in Sunset Valley. In Edit Town, select Hogan's Diner. In the window that pops up, click the folder with the arrow ("Save Copy to Library"). Exit to the main menu; it's not necessary to save. You have what you want. Back in your Riverview game, in Edit Town, find the Hogan's Deep Fried Diner that now appears in the library under community lots. Bulldoze the existing diner lot and place the one from the library in its place.
You can also bulldoze the entire lot and rebuild it from scratch; there's a Hogan's Deep Fried Diner in Community Objects in build mode, and you can place your own parking spaces and whatnot.
I have no idea what any of this will do to your culinary careers; I'd save my game in any case before experimenting.
