Nightmare City
Silent Hill - BE WARNED - this world has an immense amount of fog emitters. I knew about them and downloaded anyway, intending to remove them. After removing 40+ emitters from one lot, I gave up. I couldn't bear the thought of the mind numbing chore of removing at least 20 emitters from every single lot in the world.
Lost Cove - It's intended to be a post apocalyptic world where vegetation has begun regrowth.
Industrial Island
There were a couple of other good ones made by a couple of people and posted on these boards, but I can't find the link right now. I'll keep looking ( I can't remember the name of the world )
Edit - @Rflong7 's Apocalyptic Mesa Valley is one of my favourites. I don't know if you're looking for a ready to go world, or if you're like me, and prefer to build your town yourself but if you are, places like an empty Lucky Palms might suit your needs too.
Amberville is small but a desert world, and might also suit if you "uglified" the buildings.
New Nevada
Arcadia - post apocalyptic shanty town. All the pictures no longer work, thanks to $$$bucket, but here's one I found on google -
