Ah no, that's a common misconception.
If it takes a sim 40 sim minutes to complete a task (eating dinner, for example) on the default speed of 37, then it should take them 20 sim minutes to complete the same task on a speed of 19. Though not all tasks are covered, so some will take the same amount of time no matter what.
Another example, my sims don't have to get up at 5am or something way early like that just to have time to shower and prepare a hot breakfast before work/school. They can crawl out of bed at 7 or 7:30 and still have plenty of time to get that done.
Speeds under 10 might be too much for the game engine to handle and are not recommended. Your game might be tripping over itself at a speed of 9 and therefore running slower in real time.
