It varies by the Sim, although I confess that my witches tend to mostly subsist on conjured apples. Singles and couples generally cook single meals as they need to and operate under the "if you burned it, you eat it" rule. It's not really part of the game mechanics, but I figure that having to eat Horrid quality Mac and Cheese is good incentive to improve the Cooking skill at least a little. For families, someone usually cooks at least one full meal each day and I try to have everyone sit down at the same time at least a couple of times per week. While quality isn't that important, I do not force others to eat burnt offerings, so they do quick meals if the cook doesn't produce at least Normal quality.
Now that I'm thinking about it, eating out doesn't happen very often and hardly anyone calls out for pizza. If one of my Sims is a writer, I do my best to make sure that they have a "Good Meal" moodlet before they sit down to write something, so cooking and writing often go together, but it has been a very long time since I have put anyone into the culinary career, so Cooking as an end in itself doesn't crop up very often.
