I've been playing Sims 3 since 2017...and it's only NOW...that I realize I've been looking at the map of Sunset Valley completely wrong. The Stadium and Military base is to the SOUTH rather than North. Sun moving from East to West. -facepalm-
River: This lawn is rather bare. Needs something.

The plant that Riv named "Fernando". Unfortunately they have no idea what kind of plant it is. Looks like a spider plant.
Haruo carefully misted the plant. “I still don’t know what this thing is, Riv. The label just said 'Tropical Mix.' But the pH is holding steady.” He whispered to the leaves, “You’re doing great, Fernando. Don't listen to them.”
A family that fishes together...uh...stays together? 😑
I need to find a tuner that sets summer sunsets at around 9PM...and Summer Sunrises at around 5AM.
River on the phone with her sister Maegyn. Yeah, yeah, I know the game doesn't give her a sister, I gave her one. So sue me. 😜
Haruo also decided to landscape the PreFabulous that he and River are living in right now.
Sometimes the sun rises and sets off north and south, depending on the time of year, but The Sims probably doesn't go as far as simulating that. I remember that in CAW there's settings for (settings!) where the sun rises, I'm not sure if that includes sunset, especially different to a central path, but anyway so maybe it also has the timing. So that means there could be a mod made or even a setting (funny) already in your own familiar-favourite mods.
I can't remember if it gets darker-lighter earlier-later in the different seasons in Sims. Maybe it seems like it with the sky grey in winter.
I've never played or read stories in Midnight Hollow ... is that world as it sounds, always at night? If so, then that's proof it can be done.

Midnight Hollow is very dark because everything in it is coloured that way. If you recolour a building, or the grass or flowers from grey/black to any usual type of colours it is obvious that the world has a very bright light. I have the world, and but don't have any of the lighting mods that have been made to overcome the darkness. I tend to just move my sims into a house and repaint it and apply green grass and flowers, trees and bushes from build mode. That way I can play my game happily.
I found there are lots of interesting places to explore in that world and that's the world where I started enjoying having a dog to go out hunting for treasures.
I never take any notice for where the sun rises or sets. I've only ever lived in the southern hemisphere tropics and sub tropics. In the southern tropics the sun moves from north to south and back again. It is directly overhead for a while each year depending on how far north or south you are in the tropics. In the sub-tropics the sun never goes south, it is always in the north. As a result, i never worry about where the sun rises or sets in the game.
