I have my sims travel to vacation worlds or university so they can get their 25 acquaintances over with before they meet the sims in town. Also I like my sims to get the attractive LTR. The 25 acquaintances gives 20 points toward a new relationship and attractive gives 20 points. Friends is at around 42 or 44 points so with 25 acquaintances and attractive all it takes is an introduction to be friends.
