The most recent of the Nvidia drivers now include their own Max Frame Rate function alongside of vertical sync and triple buffering on the control panel. Some players have other needs for Inspector anyway, but for those who do not it may not be necessary anymore.
A good alternative, and what many of us with AMD Radeon cards use when our own cards' control panels just aren't doing the job, is RivaTuner Stats Server (RTSS). An oddity with this one is that RTSS has be running when one launches the game, so if we change settings and quit (rather than minimize to the system tray) by mistake, it's not running anymore and will have no effect. But we don't change our settings every day and RTSS can be set to startup with Windows. It uses practically no system resources even though it will show up on the Task Manager.
