I could be wrong, but it's always been my impression that sims are pushed to go to an open community lot (not rabbithole), but don't decide to do anything specific until after they arrive. So it's not like the sims who show up at the graveyard are abandoning any plans for fishing or mourning; they're just standing around, waiting for something to pique their interest.
Maybe a group of sims shows up at the graveyard, only to leave right away, because there's a conflict between the wishes of two members of the group. Perhaps one sim wants to visit, but the game generates a "go here with..." mechanic for the whole household, and then a different sim gets the nighttime-only "creepy graveyard" moodlet and insists on going home. So the group stays intact and leaves.
One other thing I've noticed is that kids and teens can get a push to go somewhere right before their curfew. So by the time they arrive, it's after 10 or 11 and they have to head home right away.
