The only time I've seen what you describe affecting an entire town, other than my actives, was years ago and not with a Graveyard but rather a Consignment Store. It happened two or three times, always in the late evening to the middle of the night, and there was no reason for so many dozens of sims to keep trying to converge there -- most of them couldn't even make it in the doors and those who could probably did want to turn around and leave but got stuck inside because of the crowds. It probably would have kept happening if I didn't replace the lot.
The solution was to replace the Consignment Store with a different one. I don't remember the exact combination I had used now, but I think I originally grabbed one from a different world, plopped it down in Riverview, and it just did not behave as intended there. Others at the time reported having seen something similar, which is what made me realize that whatever choice I had made for that lot, it wasn't a very good one.
