There's only one Venues XML it's in the GameplayData package found in the program files or the installation directory. Venues are any community lot found in the game Store Venues use the same tuning from the GameplayData package as it based on lot type or designation and most Store Venues with a few of exceptions (such as the Gothique Library) usually use the Hang Out or Vistors Allowed lot type.
The Venues XML is also one of the most confusing to look at let alone tune.

As for the Sims 3 Wiki I would take some of the information there with a handful of salt there is a lot of good information but there some inaccurate information.
