Well from what I understand, the sims 3 has a system that when a lot is viewed and the items are loaded(at certain times of the day for different types of lots) then as long as the lot is public and does not have the "No Visitors Allowed", then sims will actively go towards the lot you are viewing, I've seen it with several lots and not just lots I was going to visit, just general lots that I would look at. Seems like a method the game may have to make sure that if you view a lot it looks populated and not just a barren wasteland.
