I'm afraid that is not correct, not without mods. The animations for children playing musical instruments do not exist in an unmodded game and the violin is a premium store item only. Toddlers can build the music skills by playing the xylophone which later show up as a head start when they are teens, but there are no instruments for children to play on-screen.
In case you weren't aware, this thread is from almost four years ago and is about TS3, not TS4. :)
