Why isn't the consignment store working?

I'm having a problem with my consignment store. It's been closed all week. I'll focus on it in the morning, but no one shows up to work at the register. A few townies come and hang around, but that's all. I'll stay focused on it all day, but it stays closed the whole time. I tried replacing the register, and then replacing the building itself, but it still stays closed. I want it to be open because my sim wants to consign nectar. So in desperation I saved her to the library, and placed her in a new town. She lives in Monte Vista now but the consignment store there is closed to.
