Chances are that this is correct, but even Mr. Skeptic over here (meaning me) wouldn't say with 100% certainty that it's never going to happen. Never is quite a long time. But we can be reasonably sure it's not something that is being worked on right now, on the Windows end, as Windows can and for the foreseeable future still will be able to run 32-bit applications.
Only an official announcement from EA, and not from potentially confused customer support agents but I mean from a more reliable source like a Sim Guru or a Maxis staff member such as the one reporting to us on the Mac version, would indicate that such a project is even being considered.
