Probably not; it might run the base game (only) but it will struggle. Processor is too weak, it's tight on RAM, and has no dedicated graphics card (if I'm looking at the correct model). I think you're going to have to up the ante on the specs if you expect any of the EPs to run.
But I would suggest asking for such advice on the TS4 section of the forum. This is TS3. :)
