There are some elements of multi-tasking in TS3. Sims can enjoy music while doing other things, they can talk and raise/lower their relationships with others while eating or watching television, they can listen to podcasts and skill up by way of the store's muti-tab object while doing a lot of other things including going for a walk or cleaning the house. It may not be everyone's cup of tea exactly, but with Generations in play sims can woohoo and try for baby while taking a shower thus taking care of two important tasks at the same time.
Walking and chewing gum may admittedly be a bit advanced for them, though it should be noted that sims don't actually chew gum. The closest we have is custom gum mod that is really a dressed up version of WA food morsels and it only takes seconds to consume one. but yes sims do have to stop in their tracks to do so. :)
From what little I understand about TS4 multi-tasking, it's not really all that it claims to be. Players report that it's more like multi-threading where the sims do a little of this, then a little of that, then a little of this again in rapid succession rather than really getting two things done at the same time. And that would be fine too, if it weren't so transparent to the player that this is what is happening as that tends to break player immersion in the illusion (again, from what I've seen reported since I've never really played TS4).
