It's an optical illusion brought about by a force similar to that which creates whirlpools -- water being spread out then forced into a restrictive tunnel.

Some of this also has to do with the relative intelligence level of the water. I am not a huge Dr. Who fan, but a friend of mine used to (more or less) make me binge watch with him many years ago and I remember this being an issue over a couple of episodes. Don't ask me which season, I wouldn't be able to tell, but I might be able to point out which Doctor it was. :)
