Yes, you use the Mods Folder in found in the My Documents>Electronic Arts>The Sims 3>Mods>Packages.

Make sure you have a Packages folder within your Mods folder. You cut and paste the files you want to add to your Packages folder.

And just make sure you have the new resource.cfg file in your Mods Folder.
