Hi, it's not a bug. If your future is set to Utopian setting, all of the sims get a moodlet called "Wonderland" - "X is overcome with joy! He/she can't help but swan whimsically about it, sharing his/her festive mood with the world".
It has no timer so it must be a permanent thing. If it annoys you, use "testingcheatsenabled on" cheat then ctrl+click the moodlet to cancel it.
