You can patch just the base game to a lower level, but if you want to add EPs or SPs then that's a different story.
The lump of sims outside the school door can be fixed by adding an additional school to the neighbourhood - see Crinrict's blog for instructions on how to do this - I have added an extra school in my game and it works fine, all kids and teachers can now enter school without a hitch.
