You will need to change the lot type so that they fit the building you want to put on it. Make sure the symbol of a lot is that of any empty lot and not a empty house. If it’s a empty house, bulldoze it first.

I'm not sure if the above is an answer to the question I posted in this thread the other day but it's not a correct solution to the question I was asking.
When placing brand new vacant lots in clear open areas (not wrong size houses etc in pre existing lots), the error message "Can not place lot on unroutable terrain" appears. So basically adding new lots is extremely difficult.

"Cannot place lot on unroutable terrain" means that the makers of the world have made the space "unroutable" so that no sims will walk on it and no buildings can go on it. That's something you can do in "Create-a-World." It's so that sims don't go walking in really dense forest areas or areas you want to look nice from a distance. I found some areas, in the new town, that were perfectly good for adding new lots that were unroutable, but that's basically the fault of the person/people who made the town and probably won't be fixed. Pretty lame.
