That's something you can do in "Create-a-World." It's so that sims don't go walking in really dense forest areas or areas you want to look nice from a distance. I found some areas, in the new town, that were perfectly good for adding new lots that were unroutable, but that's basically the fault of the person/people who made the town and probably won't be fixed. Pretty lame.
Question for you: There was someone (sorry, forget the nicks) that I told to delete his theater cause he had so many people there. Afterward he could not place the lot anymore getting that exact same message. Does that mean, they screwed up the theater lot ?
