That patch is here and there are actually lots of fixes. The manual Patch can be downloaded here: Patch 1.29 (850 MB) I myself will not continue to compile this thread. See page 119 for details....

LOL. Well OK. I am now running Jamie Jolina in SV, I cheated to get her the Collection Helper. It has been 2 sim days and still no helper tags. Will post again in another Sim day if they are spawning, because I'm about to go looking on foot. I know where they Should all be in Sunset. If they are not there, we'll know something is really wrong.
