That patch is here and there are actually lots of fixes. The manual Patch can be downloaded here: Patch 1.29 (850 MB) I myself will not continue to compile this thread. See page 119 for details....

I assume, as I have been asked to post here, that today's update is associated with the Pets XP.
I have two sims, one is a career fisherman. As of today they cannot fish with bait, only the lure.
I have no CC. No Mods.
I am playing Sunset Valley.
My XP's are WA, Ambitions and Outdoor Stuff.
My OS is windows 7
I have not tried fishing in WA locations yet.
