The washing machine came with Ambitions. You can also buy a few on the Sims 3 Store.
When you go into buy mode:
- use the sort by room
- Go to the bathroom
- Look underneath the towel (next to the toilet) there should be a little laundry basket of some sort
- Go there and you'll find the washing machine
