If you installed the game in Windows via Origin, you can disable any pack through the Expansions & Stuff tab in the launcher. This doesn't uninstall anything, it just prevents the pack from loading if the box is unchecked. If you have a Windows/disc install, there's a tool called Game Selector that deactivates the packs you don't want to use. It's hosted on Mod the Sims, and version 3.0 works with a fully patched (1.67) disc-only install. Although this tool has been tested and confirmed to work quite well, please be aware that it temporarily moves the registry entries associated with those packs, so if you don't want anything messing with your registry, it's probably not for you.
If you have Steam install, or you're playing in macOS, then no, unfortunately there's no way to deactivate a pack without uninstalling it.
