I have the games on disc so I am trying to install the stuff via the launcher. This is one of the things I have tried to install:

This is what happens when I try to install it into my game:
It does it with pretty much any lots I try to install. My launcher says the game is updated to the latest update too.
@AqualilySun The launcher doesn't always patch disc installs effectively, and it can often report that the game is up to date when it's not. So please run the Super Patch to make sure the game is properly patched. It doesn't hurt to run it over the top of a fully-updated disc install (although it should never be run on an EA App or Steam install), although this will revert any changes to the game's program files. So if you've taken steps to get your GPU recognized, or installed the Smooth Patch, or anything similar, back up your files first.

Your browser may flag the download as dangerous because it starts with http rather than https, but you can see from the URL that it points directly to EA servers, so it's perfectly safe. Run the patch and then try again to install this item.
If it doesn't work, move the Sims 3 folder out of Documents > Electronic Arts and onto the desktop, open the launcher to spawn a clean folder, and try yet again. Moving the user folder will remove, but not delete, your saves and other data, which is precisely the purpose of this test. You can restore your saves later, once you've installed the content you want to use.
It's working now! I deleted all the files (had a backup on a flash drive) and started new folders and it fixed it. I downloaded the super patch just to be safe. Thank you so much for your help!
