There's a few that posted the same.

Try cleaning the registry as suggested before you reinstall. Delete all traces of the game from your computer and then try again. Backup the data in documents\electronicarts\thesims3 to an external drive so you don't loose any savegames.

Is this the DVD or Download Version ?
