You need to download them again. Go to The Sims 3 store, purchase history, select Monte Vista, click on download, wait for it to appear in the Launcher, after it's there go back to the store, click on Hidden Springs, download, and wait again for it to appear on the Launcher. After both items are in the Launcher, select them and click on Install, it might take some time so wait patiently until a window saying Installer appears on your screen saying that the items were installed successfully. See if those items appear in your game after doing those steps.
