You can read in The Sims™ 3 Store Digital Services Agreement (link: http://store.thesims3.com/dsa.html)

Once you have redeemed SimPoints for The Sims 3 Content, that content is not returnable, exchangeable, or refundable for SimPoints or for cash, or other goods or services.

This means that you cannot return something that you bought with SimPoints.
