Could you decribe in detail what you are doing ?

You should be able to start a game, create a Sim in CAS and afterwards place the family from the library into the game. Then you create another family and palce that via the edit town in another house. You can only play one family at one time though. If you want to play a different family in the same game, you need to switch active households to play with the other family.
