I have Windows 8.1 so when I did the search I had to do it a bit differently. When I tried to search for perfmon /rel nothing showed up. I tried to run it as a command prompt but it didn't work. I did find the perfmon.exe file but when I run that, I don't see any red circles with white x's.
Try if turning off kapersky temorarily works to see if that is interfereing.
It still won't start with Kaspersky disabled.
I thought I would also mention that I have Advanced System Care 7.3 Pro installed, in case that might be causing problems, but the game ran for weeks even after I had installed it. I'm beginning to wonder if I downloaded something in a Windows Update that may have caused the problem.
