@katiejoym  Set the lot to "no visitors allowed" and then place a school from the in-game bin, specifically the community lots section.  Even with only the base game, you should have one community lot available.  If that doesn't work for you, you could also build on the lot and place a school rabbithole.  Either way, the lot should work as a school once you've placed it.
