I know this is late, and you may have found the solution by now, but I thought I'd try and help just in case.

Start by clicking on the city hall or a computer and select NRaas, then Retuner, and change "Show Object Menu" from false to true and click accept to close the menu. Now find and click on a witch sim, and select NRaas then Retuner (it might take a bit to load some of the menus so give it some time). Now select General, and scroll down until you find "Cast Charm \ Love Charm" and click that. From there just change the "Allow Autonomous" setting from true to false and click the accept button.

If you find Retuner to be too much, you could always learn to make your own autonomy mods. It's not really that hard once you learn what to do.
