it's the tiger shark that will fight with your sim and  the fight just happens  try using the watch shark option click on a shark option watch shark BUT i kinda helped mine along i had my sim go buy meat and fish kept it in the inventory the attack happened quicker word of advise when you get your sim to scuba dive for the shark fight save the game just in case the shark fight does  happen and your sim gets killed (unless you want a ghost sim) you will have the save to go back to
