Hello,
I cannot imagine that having a touchscreen will prevent you from playing The Sims 3 in anyway, as many of these laptops have options to disable it temporarily. However, The Sims 3 can only be interacted with using a mouse/touchpad and a keyboard, and there is no touch input support.
I would imagine that the laptop could handle low-medium settings maximum in The Sims 3 base game, but may struggle if you plan on using EPs.
