@M0nk3yB0mB_NL The Sims 3 runs under Windows 10. Windows 10 does not support SecuROM or SafeDisc the DRM that TS3 was released with in 2009. TS3 now uses Origin (Steam like system) for DRM. The game has to patch to version 1.69. Once the game is installed and patched and your hardware is supported the game should run. I have TS3 running under Windows 10 and it works just fine.
